William “Billy” Evans, the U.S. Capitol Police officer who was killed after a driver rammed his car into a Capitol building barricade on April 2, was remember during a ceremony in the rotunda Tuesday. President Joe Biden said that, while he didn’t know Evans personally, the fallen officer was “defined by his dignity, his decency, his loyalty and his courage.” Biden also told Evans’ family that there will come a time when the officer’s memory will bring a smile, rather than tears. “I promise you it’s going to come. It just takes a while. It takes a while, but when it comes, you’ll know because he’s still with you,” the president said. “He’s still in your heart.”
